1. Purpose
1.1 2008
Racing Rules
The Performance Racing League (PRL)
Series are conducted in accordance with the following Rules and
Regulations. Supplementary regulations may be issued prior to, or at, an
individual event. Venue Development, Inc. (VDI) reserves the right to
change the schedule of events, penalties, race lengths and race results
in the interest of fairness and improvement of the event. Officials of
VDI may exclude any driver from competition for violations of the rules,
or for driving that, in VDI’s opinion, is inconsistent with fair and
safe competition.
1.2 2008 Series
Perspective
The PRL series is intended to operate
with the perspective that good race drivers:
1. Bring the race car back in the same condition in which it began the
day.
2. Race as hard as they can and give no quarter, but concede when
beaten (into the corner, or at the end of the race), in a sportsman-like
manner.
3. Improve technique and skill.
4. Don't think winning is everything - doing their best and pursuing
perfection behind the wheel is the best reward.
5. Climb out of the car grinning.
1.3 Eligibility
The series is open to invited marques.
Drivers must be graduates of three PDS or Viper Days events, graduates
of other professional racing schools, and/or drivers with previous race
experience who, in the judgment of the Race Committee, demonstrate the
skill to compete in a racing event. All drivers who do not possess a
valid race license from an accredited race series must successfully
complete the one day PRL Race School, and will also be required to run
in a PDS or Viper Days event for their first event. The PRL Advanced
Driver Program will be offered at specific events throughout the 2008
season and is required for all new racers.
Drivers may run in one class only. The
first race attended during the season determines the driver’s class for
that season unless the driver arranges to change classes permanently.
The
drivers present at an event will vote on any new driver(s) for their
approval to allow them to race. A discussion and subsequent vote will
be held without the new driver(s) being present. That
driver will start in the rear of his first two races unless the drivers
vote for him to race in his or her qualifying position.
A VRL driver cannot run in the
Michelin Challenge Series with their race car. However if they want
additional track time they must pay for a second entry and their times
will not be counted towards MCS.
If a VRL driver has a second car and wants to participate they must pay
a second entry and can compete in MCS.
The PRL and/or VDI reserves the right to
exclude at any time any driver it considers insufficiently experienced
or unsafe.
1.4 Race Structure
The PRL series is a race series designed
to entertain the assembled drivers and other guests. It will typically
be run on Saturday and Sunday.
PDS instructors and PRL drivers not
participating in the race that weekend will act as observers/coaches, if
asked, at all racing activities and will offer driver evaluations after
each session. Drivers are expected to continually develop their skills
in a very competitive racing program, yet at the same time benefit from
this coaching.
All PRL entrants are
required to register fourteen (14) days in advance of an event and
participate in the entire two-day event including all drivers meetings
and pertinent track sessions.
1.5 General
Conduct
Race drivers and guests, family members,
crewmembers, and spectators shall conduct themselves according to the
highest standards of behavior and sportsmanship, particularly in
relationship with their competitors and VDI representatives. Drivers
are responsible for the behavior and guests, family members, crewmembers
and spectators attending a VDI event in their company ("participants").
Drivers are also responsible for timely attendance at all driver
meetings. Failure to attend a meeting will result in the loss of their
grid spot and will start in the rear.

Sportsmanship
a.
All drivers will conduct themselves in a
professional manner. The VDI staff, all officials, other drivers, crew
or guests will tolerate no verbal or physical abuse. Failure to comply
will result with an appearance before the Stewards of the Meet where
your actions will be dealt by any of the following: a verbal warning,
probation, suspension, and loss of points for day or event or season.
b.
Any driver who does a burn out, hole shot
or donuts on hot pit row or the race track will receive a thirty-five
(35) point’s penalty for that event.
1.53 Legal
Releases
All competitors, guests, family members,
crewmembers and spectators must sign all releases as required by VDI
representatives and or track officials. Failure to comply will result in
their dismissal and removal from track property.
1.54 Drivers
Responsibility
All drivers are responsible for the
conduct of there crew chief and crew members.
Your Crew Chief must be present three
minutes before the race and standing next to your car. They must be
wearing a crew shirt matching your cars colors or car number visible for
Race Officials to be able to locate same.
NO driver will show his video to anyone
if there has been contact during that race. It will be reviewed by the
stewards first.
1.55 Crew
Responsibility

shirt matching the cars colors or a car number that is readable for Race
Officials to be able to locate same.
All crew members must stay off hot pit
road during PRL sessions unless their car is entering the pits.
All crew members will conduct themselves
in a professional manner. Failure to comply will result in an appearance
before the Stewards of the Meet.
NO crew chief or crew member will show
his driver’s video to anyone if there has been contact during that
race. It will be reviewed by the stewards first.
1.6 General
Rules
These Race Rules augment the Performance
Driving School (PDS) General Rules and Regulations.
2. Entries
2.1 Late Entry
For the PRL, payment and confirmation of
entry must be received at least two weeks (14 days) prior to an event.
Late entry will be an additional $100.00 fee and complete payment must
be received before entry on the track. This supersedes the PDS General
Rules and Regulations.
2.2 Awards
Trophies will be given to the first three
overall finishers, in each class. (1st, 2nd & 3rd).
Additional trophies may be given at the discretion of the PRL and VDI.
Trophies may not be available at the event. There will be no trophies
unless there are three cars in the class.
2.3 Points
and Scoring
See "PRL - Race Season / Points System"
in appendix.
2.4 Car Numbers
No cars may have the same number. Car
numbers are assigned by the PRL based on number of years in series and
request date.
2.5 Sponsor & Contingency
Sponsor Decals
Decals must be displayed for each sponsor
that the competitor takes bonus points. League sponsor decals will also
be required as part of eligibility for series. A list and all required
decals are available from the Chief Tech Inspector. Failure to display
the appropriate decals will result in the loss of all bonus points for
that event. If no decals are available the driver is exempted for that
event.
3. Licensing & Fees
3.1 Competition License
A
committee appointed by VDI shall issue a Competition License based on
the driving experience and record of the entrant, and other subjective
considerations determined to be relevant by the committee. The
Competition License permits the holder to apply for competition in any
race group event sponsored by VDI. The Race Committee reserves the right
at any time, in its sole and absolute discretion, to refuse or revoke
the entrant's Competition License, without having to give a reason. The
fee for said license is $100.00 annually.
3.2 PRL Log Book
A logbook will be issued to each driver
along with his or her Competition License. See rules for class specific
information about your logbook.
3.3 Technical Inspections
Prior to each event, a PRL and/or VDI
Technical inspection representative shall complete a physical inspection
of each car entered. Each entrant shall have a completed and signed off
logbook and shall present such form in person to the PRL and/or VDI Tech
representative at the time the physical inspection is made. At that time
the PRL and/or VDI Tech representative shall ask the entrant various
questions about the condition of and equipment on the car and verify
with the entrant as to which class the car shall be entered in for the
race series. PRL and VDI assume no responsibility for the car's
condition or ability to participate.
All cars must pass tech
inspection before going onto the track.
At any time during the weekend the Tech
representative can require a car to be brought to the tech area for
further inspection. Any vehicle found to be willfully out of compliance
may cause the driver to receive a lifetime suspension or a monetary
penalty may be assessed. Further the driver may be disqualified from
that event and total points earned to date may be forfeited.
3.4 Med+Stats
Med+Stats is a
mandatory safety program and must be worn at all times.
MED+STATS is required to be noted on your helmet and car at all events.
MED
It is required for your protection in case of an accident on the track
or in the pits. The renewal fee is $15.00 annually; the first time fee
for new Med+Stats is $35.00. All crew members must wear Med+Stats at all
times.
Each driver must present a completed
bi-annual physical to PRL and/or VDI prior to the first race they
participate in. This form is provided but other sanctioning body forms
are accepted.
3.5 Driver Bio's
The PRL and/or VDI will provide a "Driver
Bio" form for completion by all drivers. This information will be on our
web site and utilized in promotional materials throughout the year.
Photos will be taken at the first event and subsequent events until a
consistent pose/photograph for all is accomplished. Failure to
complete the "Driver Bio" will result in loss of sponsor and bonus
points until completed and submitted to VDI staff. This must be updated
every two years or will be deleted.
4. Classifications
4.1 Schedule
of Classifications
The GT-1, GT-C, GT-MC, GT-4, GT-6 and
GT-8+ Car Specifications are integral part of these Rules, describes the
various modifications allowed and safety equipment required for
competing in the PRL Race Series.
VRL Series Eligible Cars:
GT-1 – Any Viper that is not a
Competition Coupe - See class specific rules for specifics
GT-C – Any Viper Competition
Coupe - See class specific rules for specifics
GT-MC – Any modified Viper
Competition Coupe - See class specific rules for specifics
PRL Series Eligible Cars:
GT-4 – Any production four
cylinder car subsequent to tech inspection approval
GT-6
– Any production six cylinder car subsequent to tech inspection approval
GT-8+ Any production eight or more cylinder car subsequent to tech
inspection approval
4.2 Entrant Responsible
for Proper Classification
Even though a PRL and/or VDI Tech
representative shall physically inspect each car, proper classification
of the car is the responsibility of the entrant. Failure to enter the
proper class shall result in immediate disqualification from the event,
and no points shall be awarded for that event, regardless of actual
finishing place.
Intentional falsification of any
technical inspection forms or other written or verbal representations
made to PRL and/or VDI representatives, or attempts to hide, conceal, or
otherwise disguise the equipment or modifications made to a car, or the
safety equipment required to be in the car or worn by the driver, or any
other acts of dishonesty or untruthfulness will not be tolerated. Any
vehicle found to be willfully out of compliance may cause the driver to
receive a lifetime suspension or a monetary penalty may be assessed.
Further the driver may be disqualified from that event and total points
earned to date may be forfeited.
A race car can only race in the class it
is qualified for.
4.25
Sharing Data
The Chief tech can request and must be
allowed to copy any and all Motec or DRB data for the sole purpose of
establishing or verifying parameters, guide lines and rules observation.
Failure to due so will disqualify the driver from that event and
possibly not be allowed to participate in future events such data is
surrendered.
4.3 Falsification of Class
Any driver who intentionally
misrepresents his vehicle may be subject to the following:
- A lifetime
suspension from the PRL.
- Forfeiture of
any points accumulated during that event.
- No refund will
be given if the driver decides not to participate in that event.
5. Race Format
5.1 PRL Race
PRL race competitors must possess a
Competition License. Each competitor is placed in a starting grid based
on either recorded practice lap times or qualifying times. A pace car is
used to start the race.
Once the green flag falls, the race
generally lasts 20-50 minutes, with the winner determined by which
driver completes the most laps. Points are awarded depending on
finishing place, by car class, for all competitors. Trophies are awarded
to the first three overall finishers per class, when three or more
vehicles compete in a given class. See "PRL - Race Season / Points
System".
Each competitor must display all required
sponsor stickers during the event. Failure to display said decals will
result in the loss of bonus points, prize money (if available) and
trophies. A list of all required sponsors and sponsor decals is
available from the Chief Tech Inspector.
Racers must be PRL qualified to compete
in the National Points Series.
A drivers meeting will be held prior to
each race. Every driver is required to attend. Crew chiefs are highly
recommended to attend with driver. If a driver misses the drivers
meeting roll call, they will start in the back of the grid for the next
race. The PRL reserves the right to cancel or change the driver’s
meeting time. Every attempt will be made to inform all drivers through
announcements and personal visits if a change is necessary. Official
roll call will take place within five minutes of the race meeting time.
5.12 Event Schedule
The
event schedule for 2008 PRL events will generally be as follows:
Friday – Test and Tune based on schedule provided that day (if
available)
Saturday – Practice, Qualify, Race and
Practice
Sunday – Practice, Practice and Race
5.15 Hardship Laps
Hardship laps may be granted by the Chief
Steward for a legitimate reason. They will be 1 or 2 laps only and will
not be in the session immediately before the race. The driver MUST
perform all hardship laps. No one
may replace the driver for hardship laps.
5.2 Rain Policy
PRL and/or VDI sanctioned race events
will be run in the rain. It is up to the driver’s discretion as to
whether they race or not. All required safety equipment to race in the
rain must be installed.
5.3 Hot Pit Speed Limit
The PRL and/or VDI will impose a speed
limit of 35 mph. The pit row will be electronically monitored at all
times. A speeding infraction will result in a stop and go. If the driver
does not stop when flagged by the Chief Steward, at the end of the hot
pit row, they will be black flagged while on the track and then must
return to the pits for a stop and go.
5.35 Pit Safety
When any race car comes into the hot pit
row during a race and is required to be jacked up, it is mandatory that
a jack stand be placed under the car for safety. The driver MUST exit
the car if there is refueling. Passengers must be inside the car, in an
approved seat, anytime the car is moving.
5.4 Video
All race cars will have a video camera
(or cameras) mounted securely. Cameras will be operable for both the
Qualifying and Race sessions. All video tapes will be marked with car #
and Driver name before event starts. Failure to have an operational
camera (or cameras) will prevent the car from being eligible to race,
unless approved by the Chief Steward. The camera (or cameras) must have
a battery that will enable it to run for more than one hour. Any car
that can not produce a video tape, camera and RGB cables, when requested
by the PRL and/or VDI, will lose all points from their finish. If both
drivers in an incident cannot produce an operating video, and no others
are available, both drivers will receive a penalty. If the penalized
driver does not have an operating video he or she will have NO grounds
for an appeal. The SOM need these cameras, tapes and RGB cables to make
a determination as to the cause of an incident. The failure to produce
such camera, tape and cables is a hindrance to the safety and rules
enforcement of the PRL. The PRL and/or VDI can request your camera, tape
and cables at any time during the event for review.
5.5 Radio Systems
All race cars will
have a radio system for communication with their crew and the safety
staff. Radios will be utilized for both qualifying
and race. This radio should be battery powered and NOT hard wired into
the car's electrical system. The system should be operable even if the
power is turned off to the car. PRL and/or VDI will assist drivers in
getting a crew person to man the radio.
The radio frequency used must be reported to the PRL for tracking and
communication.
5.6 Tire
Management Systems
The use of a pressure relief system is legal.
5.7 Fuel Cells
A. Fuel Cells are mandatory. The
recommended size is 100 liters. No fuel should be visible in the filler
line when the car is brought to grid. The fill line will be double
clamped at both ends of the filler pipe. There will be a one race
grace period.
B. Cells must be recertified every five
years. Receipts are required. There will be a one event grace period.
5.8 Bulk Heads
Sealed Bulk Heads are mandatory in the
PRL. They must be vertical and restrict flow of fuel into cockpit.
5.9 Flags
Teams are asked to display a 3’ x5’
United States flag, visibly and respectfully.
6. Racing Details & Situations
6.1 Race
Starting Positions
Starting grid position will be determined
by the qualifying session on Saturday or the first day. The fastest time
of this session will constitute their qualifying time. The pole position
winner will have the choice of inside or outside position in the
Saturday race or first race. The following cars will line up by their
qualifying times. The Sunday or second race will start an inverted grid
based on qualifying.
6.12 Grid Positioning for
Qualifying
Grid position for
qualifying will be determined by the best time in any Saturday practice
session preceding Qualifying. If the driver does not run in any
practice session the Chief Steward will determine which Qualifying group
they will run in.
There may be two 15
minute Qualifying sessions, divided in ½ based on number of entries. The
faster cars will be in the first Qualifying run group.
6.2 Qualifying Times
All cars will utilize the PRL and/or VDI
timing system. If the PRL and/or VDI timing system does not record a
specific time for a car, the best practice time will be used as the
qualifying time. No in car systems will be utilized. If you have no
times you will grid last. If you qualify in a different class than you
run you will NOT receive Qualifying points. If a car misses the first
qualifying session it may start with the second qualifying group after a
5 minute penalty is assessed beginning when the car arrives to grid.
After Qualifying ALL cars will go to the
scales for weigh in. Failure to go directly to the scales will result in
a 10 point reduction in race points.
6.3 Cancellation of the
Qualifying Session
When the qualifying session is not run,
race cars will be gridded for the inverted Sunday or second race based
on the results of the previous day's race. If there is no qualifying
session cars will be gridded according to the year to date points
standing of the drivers present for the Saturday race and the inverted
race on Sunday. There will be NO qualifying points assigned when
qualifying does not occur.
6.4 Penalties
There are a number of situations where a
driver during the course of a race may do something in the car which is
either unsafe or creates an unfair advantage over the other drivers. A
penalty may be imposed by the SOM's after a hearing of all evidence, on
the matter brought forth by the Chief Steward or a fellow competitor
through protest. The Chief Steward will than have the discretion to
fairly penalize the offending driver in these situations. The following
penalties can be assessed increasing in severity:
- A fine of $100
to $1,500.00.
- Black Flag
during competition as part of a time penalty.
- Time penalty,
lap, or position forfeiture by the offending driver. This time
penalty will be added to his total race time. The finishing position
of the offending driver will be based upon the total elapsed time
including the penalty.
- Penalty points
will be deducted from the season total points. Not the event.
- Penalty points
may be assigned to the event at the Stewards discretion for lesser
offenses.
- Probation of
competition privilege.
- Suspension.

Disqualification from competition.
There are two different time penalties.
The first penalty is applicable to a track (such as the Sebring Airport
Circuit, Texas Motor Speedway) where a driver can leave the boundaries
of the racecourse without actually putting the car off the paved
surface. The penalty is applied to make up for any advantage over the
competitors the driver gained by leaving the circuit.
The second time penalty is the time it
takes to complete a "stop and go". This time penalty varies from
racetrack to racetrack. This is because the amount of time a driver
loses (relative to a normal lap) by stopping in the pits varies due to
different track and pit lane configurations. The penalty is equal to the
extra time it takes to enter the pit lane, stop and rejoin. It will be
predetermined before each event.
6.5 Race
Situations
To encourage drivers to drive within
themselves and for the series to be safe and sportsmanlike, we require
drivers to follow certain procedures following certain actions that
occur on the race track:
- Grid Closure:
Grid will close five (5) minutes before the scheduled race start.
If a car arrives after the grid has closed they will start in the
rear. If a car drops out during the pace lap or will not start in
the hot pits when engines are asked to start and they are split, the
cars behind in, in his row, will move forward.
- Weighing: After
a race selected cars will be weighed. The driver will be shown a
“Scale” placard and they must proceed directly to the scales.
Failure to go to scales when requested will result in a 15 point
penalty for that race.
- Car-to-Car
Contact: It is the responsibility of all drivers to avoid physical
contact between cars on the race track. Any driver involved in
car-to-car contact must report to the SOM at the conclusion of the
race. The cars must be impounded immediately upon leaving the track
until the stewards can review them. The driver is allowed to return
to his pit area but must be available for the SOM if needed.
- Racing Room:
All competitors have a right to "racing room" on the track surface.
"Racing room" shall be defined as sufficient space to allow a
competitor to maintain control of his car in close quarters and
under racing conditions. It is the responsibility of all drivers to
preserve the right to "racing room" for all fellow competitors.
Abrupt changes in direction (including blocking) to impede or affect
the path of an overtaking car may be interpreted as an attempt to
deprive a fellow competitor of his right to "racing room".
- Passing: The
responsibility for the decision to pass and to execute it safely
rests with the overtaking driver. The overtaken driver has the
responsibility to be aware and not to impede. The overtaken driver
shall not block.
- Reversing On
Track: Reversing on the track or driving in a counter-race direction
to avoid going four off, or for any reason, is not allowed. You will
be given the black flag for reversing on track. Because of the
danger involved, your penalty may be more severe than what a stop
and go will cost you.
- Bad Re-Entries:
If the Chief Steward/ corner workers feel that you have made an
unsafe re-entry, he can ask that you be black flagged for a
stop-and-go penalty, or to ask Timing and Scoring to assess a time
penalty.
- Passing Under
the Yellow: Any driver that passes under the yellow flag can be
given a black flag, or assessed a time penalty equivalent to a
stop-and-go penalty at the end of the race of not less than ten
seconds. The penalty can be avoided by correcting the illegal pass
at the first opportunity or within 1 lap.
- Out of Bounds
Rule: A driver may not gain
position with 2 or more wheels off the track. If a pass is made with
2 or more wheels off the track, the penalty can be avoided by
assuming the same position before the pass at the first opportunity
or within 1 lap. The penalty for “passing in the grass” can be a
black flag stop and go or a timed penalty of up to 45 seconds. Video
may be reviewed following the race. On tracks such as Sebring and
Texas Motor Speedway, a timed penalty of up to 45 seconds will be
assessed to a driver that short cuts the track and gains position.
The time penalty will be determined by the Chief Steward and based
on the track configuration and the advantage gained. The penalty may
be a black flag and stop and go or a time penalty added at the end
of the race. The penalty can be avoided by regaining the position
prior to the off at the first opportunity or within 1 lap of the
off.
- Cutting the
Course: Anytime a driver leaves the track and re-enters at a spot
that gains an advantage, a time penalty will be assessed. The amount
of time varies depending on the track. The driver can correct this
by falling back behind the cars he passed during the cutting of the
course.
- Jumping the
Start: A driver may not advance his position
and must stay in line with the rest
of the field before the green flag is thrown. A PRL official can ask
that you be black flagged for a stop-and-go penalty, or ask Timing
and Scoring to assess a time penalty.
- Blocking: Is
defined as altering your line twice to avoid being passed, in a
track section. That is to say that you cannot "zig and then zag" to
impede the progress of the car behind. You are allowed to change
your line once but not twice! The Stewards of the Meet have the
right to determine blocking and or if any driver is being blocked he
can call into his crew and report it. The crew chief will ask the
stewards to watch for blocking and the SOM will then contact the
blocking drivers pit crew. If the driver is seen to be blocking he
will be given a flag and required to allow the car behind him to
pass.
- Ignoring a
Black Flag: Any driver who fails to pit after three black flags by
race control will be disqualified.
- Brake Lights:
Brake lights must be operating while on track or driver will be
shown a black flag.
- DNFs: A did not
finish (DNF) occurs when a driver can not complete the race. This
may be due to a car problem or black-flagged for three off track
excursions during qualifying and race. The number of laps completed
and his relative position at the end of the race will award him
points, if he has completed more than 50% of the race at the time of
the 3rd off track excursion.
- Three off Track
Excursions: Any driver going off track or spinning three (3) times
during either the qualifying or race will be shown the black
flag and their day on the track completed. All cars towed in from
the track must be inspected, by a VRL Tech inspector, prior to
re-entering the track.
6.6 Protests
If a driver feels a fellow competitor is
not adhering to the rules a protest may be filed. Protests take two
forms (A) must be filed verbally within thirty (30) minutes of the
completion of a race or qualifying and then submitted in writing along
with the fee in cash before the completion of the day's events. (B) Or
if the protest is for an engine infraction the protest must be filed
before the green flag drops. The engine protest fee must be paid in cash
at the time of the protest. This will allow the car to be impounded and
inspected or go into impound for tear down immediately following the
race. If you think there is a rules infringement then it must be
addressed at this time. As protests need to be well thought out and have
sound justification; the following rules will be enforced.
A. Protests pertaining to
rules infractions (excluding engines):
- A $400 protest
fee must be posted with the VDI board, using the official protest
form with payment included and having completed it as instructed.
- The protest
form must be completed in detail as to the infraction/infractions
that are being contested.
- If the
protested vehicle is deemed legal, the protested car will get $100,
the balance to the PRL and/or VDI.
- If the
protested vehicle is declared illegal, then the protest fee will be
returned to the protester.
- If a vehicle is
deemed illegal, the person being protested has one attempt to
challenge the situation before the board and he must also place a
$400 fee for his rebuttal.
- When reviewing
a protest that is contested by the protested, if the board overturns
said complaint, the protested will have all points, finish, etc.
returned and he/she will be refunded the $400 amount, minus a $50
board evaluation fee.
- At the end of
the above proceedings, a vehicle that has been deemed illegal will
be expelled from the event, along with the driver and car owner at
which the situation occurred. The driver and car owner may receive a
lifetime suspension.
B. Protests pertaining to engines
- A $1000 protest
fee must be posted with the VDI board, using the official protest
form with payment included and having completed it as instructed.
The teardown will take place immediately after the feature race. One
or two technicians will administer the teardown and be supervised by
the VDI and/or PRL.
- If the
protested driver prefers to assist in the teardown of his engine it
will be allowed.
- If the
protested vehicle is deemed legal, the protested car will get $500
for rebuild, the balance to the VDI to pay for the teardown.
- If the
protested vehicle is declared illegal, then the protest fee will be
returned to the protester.
- The illegal
driver and car owner will receive a lifetime suspension.
- After a
teardown the owner has the responsibility of rebuilding his/her
engine.
- If a protested
driver/owner refuses the teardown they will be suspended for the
remainder of the season and be fined $1000.
- All fines must
be paid before a driver may race at the PRL.
7. Damage / Liability Structure
7.1 Single-Car Incidents
Almost all single car incidents are the
result of driver error and as such, all single car accidents are always
the responsibility of the owner to pay for his own repairs.
7.2 Multi-Car Incidents
In racing, you occasionally are caught up
in a damage-causing incident that is not your fault. When this happens,
you pay whatever it costs you to repair your car, regardless of fault.
The Stewards of the Meet will meet and determine the necessary
punishment. Remember we will utilize the 13/13 rule, as determined by
the Stewards.
7.3 Contact and Its Consequences
Immediately following a contact incident
the Chief Steward, SOM and a VDI and/or PRL representative may interview
the drivers, corner workers and/ or other drivers. Videotapes will be
impounded by the PRL for review. Failure to produce a tape when
requested will result in implementation of Rule 5. Race Format, Section
5.4. Video is the ONLY reliable form of information that the SOM can use
to determine fault. If the racing incident is found to be no-fault, the
committee has the right to not penalize one or both parties.
For any driver who intentionally makes
contact with another car, the committee has the right to levy a
permanent suspension or one of a lesser degree followed by a probation
period. The driver will not be allowed to compete further in that event.
A portion of the assessed penalty may be used to assist in paying for
damages on the other car.
Any driver who is involved in contact may
receive a 13-month probation and/ or a 13-month suspension and loss of
points for that race and /or year to date points loss, as determined by
the SOM. The driver will not be allowed to compete further in that
event. The Chief Steward and the SOM's will meet and determine the
appropriate penalty for all involved. If the incident was caused by
equipment failure the committee will take this into full consideration
in determining the penalty.
If the driver feels that he did not
receive appropriate punishment for his actions, he has an appeals
process to follow. See section 7.4 Appeals.
7.4 Appeals
The Appeals Board will review all appeals
that are presented to it. They can take the form of a verbal appeal or a
written appeal within seven days. The board will review the facts and
make a decision as to the penalty assessed within thirty (30) days and
notify the drivers involved in the incident. This decision is final and
binding. No further appeals are allowed.
7.5 Impound
The top two finishers, upon receiving the
checkered flag, after qualifying and/or race, may be signaled by placard
to report to impound. Impound is located at the scale area.
Failure to go to impound will result in the loss of all points for that
race or loss of qualifying position and qualifying points. The
cars will be weighed and can be held for a 30 minute time period during
which a protest may be filed. Other drivers may also be required to
impound if there has been contact or to impound a video.

a two day all inclusive weekend. Fridays are extra and the rate is $395.00
for a full day and $295.00
for a 1/2 day. Finals will be at a different rate. Premier tracks will
be up charged $100.00,
i.e. VIR, Mid-Ohio & Sebring, at VDI and/or PRL discretion.

All drivers participating in the series must hold both a
Competition License and a Logbook. This license and logbook is issued by
the PRL and/or VDI at a cost of $100.00 annually.

Med+Stats is mandatory.
The first time fee for
new Med+Stats is $35.00; renewal is $15.00 annually.
5.
Transponders will be assigned and if not returned in working
order there will be a charge of $150.00 per transponder.

Driver/Owner Rules Acknowledgment
In order to participate in the PRL Series in 2008 you must read the PDS
2008 General Rules and Regulations, PRL 2008 Rules and Regulations and
all 2008 Car Specifications applicable to your car, sign and date the
acknowledgment on the last page of this set of Rules and Regulations,
and return the signed original to PRL and/or VDI.
Each
Driver’s/Owner’s signature upon the “Driver/Owner Rules Acknowledgment”
form constitutes that Driver’s/Owner’s specific irrevocable consent
that:
1. All
claims and disputes between PRL and/or VDI and such Driver/Owner
relating to payment of fees, penalties, crash damage insurance costs,
crash damage or any other amounts involved to driver/owner shall be
finally resolved in the Courts of the State of Illinois as though the
related event or debt had been conducted or incurred entirely within the
State of Illinois, and in no other jurisdiction or tribunal; and
2. Such
Driver/Owner irrevocably consents to the personal jurisdiction of such
Illinois Courts over him/her for the purpose of resolving such disputes;
and
3. Any
Court may enforce any judgment, rendered by such Illinois Courts
anywhere in the United States or abroad where that Driver/Owner may be
found.
4.
Driver/Owner hereby agrees to pay all expenses, costs and reasonable
attorneys fees incurred by PRL and/or VDI in collecting any amounts due
from such Driver/Owner.
5. At
each PRL and/or VDI Series event, Driver/Owner will sign and will cause
each of his guests to sign the standard insurance form entitled “Release
and Waiver of Liability, Assumption of Risk and Indemnity Agreement”, as
well as any similar form required by the track or facility at which the
event is conducted.
